I dont see how her mom and stepdad could've enforced that. Sure they might've not allowed her to bring a boyfriend to the house but she could've had a boyfriend that she didn't take home. So they had no control over that. She probably did have a boyfriend even if she wasn't "allowed" to. Apparently Megan wasn’t allowed to have a boyfriend.
