Rihanna breaks the law by giving people tattoos without a license in New York! She didn’t lay a smackdown on anyone like Chris Brown did to her, but Rihanna is in some trouble with New York City officials anyway. And it’s kinda lame but serious at the same time.

Rihanna not only was busted by witnesses, she was caught by video giving someone a tattoo. Only LICENSED professionals in New York can give tattoos. From TMZ:

Rihanna, the Good Girl Gone Bad was spotted at the Body Electric tattoo parlor on Melrose yesterday by Mr. Paparazzi. We can only assume this meant she was adding to her collection of body art. When Rihanna emerged for the parlor her skimpy outfit revealed three different designs that adorned her body. One on her stomach which we’ve seen before, another behind her ear which is also definitely not new but the one were not too sure about is a cluster of stars on the back of her neck… new or not new?
